You know, I kinda see this as like a kind of broodmother Celebi. Kinda like an extremely rare species of Celebi that creates Celebis with the help of asexual reproduction. Here's how I view it: An extremely rare subspecies of Celebi that gives live birth to Celebi through the flower on the back of it's head in which it uses it's Psychic and Grass to create it from inside the petals. Upon reaching the end of it's life whether from succumbingto wounds or old age, it creates it's last Celebi that's factored to evolve into a new CeleB to replace the old deceased one as the old one dissolves into psychic energy to give it enough power to evolve into a CeleB to keep the process going.
